Yes, they are new steel sleepers for installation. There was a speed restriction there at that time as well, and could only power up just about were I framed it. All this stuff happened by chance, it just happened to be 37403. I did have some luck!!
From past experience in Fort William, there was some 'diagram' workings so you could predict some e.g. what loco goes out on the nite sleeper came back on next morning then would work the 6E16 tanks out on the evening. But that could change due to operational reasons.
